Scaling Youth Pre-Registration in Partnership with Voters of Tomorrow & Feel Good Action

In April 2025, Voters of Tomorrow (VoT) and Feel Good Action (FGA) partnered with Empower Project to elevate their relational organizing strategies through the Empower app. VoT has been a dedicated Empower user since 2023, but this new collaboration marked a significant expansion with a national campaign focused on youth pre-registration. Pre-registration allows eligible young people, often before they turn 18, to register to vote in advance. Once they reach voting age, their registration automatically activates, with eligibility criteria and timing varying by state. 

As a national leader in this space, FGA brought their expertise and creative resources. VoT, a Gen-Z–led organization dedicated to cultivating young civic leaders, served as the grassroots platform behind the effort.To power this campaign, VoT received a custom FGA portal that tracks how many young people pre-register through their network. But this wasn’t just a static tracking tool, it also became a dynamic organizing hub. Through a unique three-way collaboration, the portal also invited users to join VoT’s Empower account and relationally mobilize their peers to pre-register as well.

The campaign launched through VoT’s website and was promoted via newsletters and digital outreach. In less than five months, nearly 400 new Democracy Builders (Empower users) joined the campaign and helped reach over 7,000 young people nationwide. Of those, more than 3,400 received the portal link and were eligible to pre-register in their state. In a powerful testament to peer-to-peer influence, over half of the new Democracy Builders not only encouraged others to pre-register, they also took action to pre-register themselves.

Gen-Z continues to prove its hunger for civic engagement, especially when given accessible, relational tools like Empower. This campaign demonstrates how technology, when combined with youth leadership and strategic partnerships, can dramatically scale voter readiness and participation.
